A tender dossier has to do more than describe the project. It must define a package that qualified bidders can understand, price, compare and ultimately deliver without relying on contradictory assumptions.

The service can be used for new procurements, rebids, package restructuring or review of an existing dossier that has become difficult to price or evaluate.

The first task is to establish what the contractor is responsible for and what remains with the Employer. Design responsibility, battery limits, interfaces, Employer-furnished information and equipment, land and access, utilities, permits, temporary works, commissioning obligations and completion criteria are defined in a responsibility structure.

Technical specifications, Employer's Requirements, drawings, BOQ, schedules, data sheets and contract schedules are then checked against one another. Conflicting requirements and scope gaps are recorded before tender issue instead of being left for bidders to price differently.

Qualification criteria are designed to test whether the bidder can actually perform the package. Comparable experience, key activities, specialist subcontractors, personnel, equipment, financial capacity and mandatory evidence are aligned with the scale and risk profile of the works.

Evaluation criteria are written so they can be applied after bid opening without changing the rules. Mandatory compliance, pass/fail qualification and comparative technical or commercial evaluation are separated where required by the procurement framework.

A recurring tender problem is that the technical specification defines one obligation while the BOQ or payment schedule assumes another. Gokbilge reviews method of measurement, payment milestones, provisional items, testing frequency, inspection points and acceptance criteria against the technical scope.

The objective is to make completion measurable. For infrastructure this may involve measured quantities, testing frequencies and sectional completion; for industrial or EPC work it may involve mechanical completion, performance tests, system acceptance and handover documentation.

Before issue, the dossier is controlled through a document register and structured review. During tendering, bidder questions, clarifications and addenda are tracked so that amendments reach every affected specification, schedule and form.
