The construction specification should never be read alone. The bidder needs a document-control matrix covering instructions to bidders, employer's or works' requirements, drawings, BOQ or activity schedule, general and particular conditions, geotechnical and survey information, environmental/social documents, permits and all addenda. The first commercial task is to identify hierarchy and inconsistency rules: when the BOQ, drawing and specification say different things, which document governs and how is the difference priced or clarified?
The second task is to convert technical prose into priceable obligations. Every clause that uses words such as provide, include, complete, temporary, protect, test, demonstrate, maintain, coordinate, reinstate or obtain approval should be mapped to a cost owner and payment mechanism. Many international disputes originate not from a missing BOQ item but from a specification obligation that the contractor assumed was paid elsewhere. Temporary works, access roads, laboratory testing, survey, protection of existing utilities, dewatering, mock-ups, commissioning consumables and as-built data are classic examples.
The third task is acceptance logic. Define hold points, witness points, sampling frequency, test standards, tolerances, lot size, rejection rules, repair/retest rights and documentary evidence. Then ask whether acceptance is local to an item or systemic. Asphalt density may accept a pavement layer; it does not accept an airport. Hydrotest may accept a pipeline section; it does not prove process performance. TAB may accept HVAC air quantities; it does not complete a hospital unless controls, fire interfaces and occupancy approvals are also ready. The specification must connect test evidence to contractual completion.
