Tender evaluation criteria, clarifications and addenda: build an auditable process before bids arrive

Evaluation becomes difficult when the tender asks for one set of information but the evaluation plan expects another. Mandatory pass/fail requirements, qualification criteria, scored technical factors and commercial adjustments should be defined before issue and mapped to specific bidder submissions.

Clarifications should resolve ambiguity without becoming an uncontrolled second bidding round. Each question should identify the requirement being clarified, why clarification is necessary, whether the response affects responsiveness or evaluation, and how equivalent bidders are treated under the applicable procurement rules.

Addenda issued before bid closing need configuration control. Changes to specifications, quantities, milestones, forms or contract conditions should be traced into the evaluation plan and bid submission checklist so the Employer does not evaluate against an obsolete tender baseline.

An evaluation audit trail should preserve evaluator comments, scoring rationale, arithmetic corrections, evaluated adjustments, clarification decisions and recommendation logic. The objective is not paperwork for its own sake, but the ability to reconstruct why one bid was considered compliant and advantageous while another was not.
