Clarification questions are structured to explain the submitted bid without improperly allowing material improvement where the procurement rules prohibit it.

Evaluator comments, clarification decisions, scoring rationale and commercial adjustments are recorded so the recommendation can later be reconstructed by management, auditors or financing institutions.

Conflicts of interest, confidentiality and evaluator responsibilities remain subject to the Employer's procurement governance and applicable rules.
