Country due diligence is performed at project level rather than by attaching a generic risk label to an entire market. Sovereign debt conditions, foreign-exchange availability, transfer restrictions, public-budget execution, procurement rules, security environment and local administrative capacity are reviewed only insofar as they affect the proposed contract.

The contracting entity is examined separately from the country. A ministry, municipality, state-owned utility, project SPV and donor-funded implementation unit can have very different payment chains, approval authority and financial capacity even within the same jurisdiction.

Execution risks such as import restrictions, customs, quarry and borrow permits, forestry approvals, utility relocation, land acquisition, local-content obligations and stakeholder conditions are connected to the construction programme and pricing assumptions. Risks that cannot be bounded or controlled are escalated into the bid/no-bid decision.

The service combines public-source research, tender-document analysis and project-control modelling. Credit ratings, legal enforceability, political-risk insurance, tax opinions and regulated financial advice should be confirmed with the relevant specialist institutions and advisers before contractual commitments are made.
