01

Opportunity intelligence before publication

International tendering starts before the formal notice. Procurement plans, project pipelines, budget approvals, consultant appointments, financing programmes and package-development signals can provide the time needed to prepare qualification, partners, guarantees and pricing before the market enters the formal deadline period.

Gokbilge converts these signals into a managed opportunity pipeline. Each opportunity is classified by sector, country, employer, funding source, expected procurement method, indicative value, package timing, likely qualification burden and next management decision date.

02

Bid/no-bid screening

An attractive project is not automatically an attractive bid. Strategic fit, work-experience strength, key activities, local execution capacity, JV dependency, guarantee capacity, working capital, payment security, FX, logistics and management bandwidth are reviewed together.

The aim is to identify disqualifiers and unbounded risks early. Where a gap can be closed through a partner, subcontractor, alternate guarantee route or commercial mitigation, the action receives an owner and deadline rather than being left as an informal future task.

  • Country/employer screen
  • Guarantee and financing check
  • Partner/local-content check
03

Pursuit strategy

Once an opportunity passes the first gate, the pursuit plan can cover likely competitors, differentiators, partner strategy, local market conditions, major cost drivers, long-lead decisions and tender-readiness actions.

Competition analysis relies on legitimate public or market information and is used to improve positioning, not to speculate about confidential competitor conduct.

04

Decision gates and management control

The opportunity is reviewed through defined gates such as identify, qualify, pursue, bid and final-price approval. At each gate, unresolved risks, resources, partner status, guarantee requirements and management decisions remain visible.

This gives management a traceable basis for why the company is bidding, what remains unresolved and which risks have been consciously accepted.

05

Typical outputs

The result is a living pursuit-control system that can pass directly into bid management.

  • Bid/no-bid scorecard
  • Pursuit action plan
  • Partner/qualification gap list
