Gokbilge supports consortium formation by first defining what the tender actually requires from a partner: qualification references, local presence, specialist technology, construction capacity, financing support, guarantee capacity, licences, language, supply chain or country access. Candidate partners are compared against those gaps rather than selected only on company size or reputation.
Before a JV or consortium is finalized, the commercial model is separated into participation percentage, workshare, revenue, profit/loss allocation, capital contribution, guarantee exposure, voting rights and operational authority. These variables do not have to be identical, but any difference between them must be intentional and documented.
Governance design can include Steering Committee composition, weighted versus equal voting, quorum, reserved matters, delegated limits, Project Director authority, cash-call rules, member default, step-in, replacement, deadlock escalation and access to shared project data. Coalition risk is tested explicitly when three or more partners are involved.

Final JV/consortium agreements, competition-law questions, tax treatment and enforceability should be completed with competent legal and tax counsel in the relevant jurisdictions.
