Tender documentation and Employer's Requirements: a master guide for works procurement

A tender dossier should describe one coherent commercial and technical transaction. Scope, Employer's Requirements, drawings, BOQ, schedules, qualification criteria, evaluation method, contract conditions, testing and acceptance requirements must describe the same project. When these documents are prepared independently, contradictions are converted into bidder contingencies, clarifications, claims or post-award scope disputes.

Preparation should begin with a procurement and responsibility architecture: what the Employer provides, what the contractor designs, what information bidders may rely on, what remains subject to verification, which interfaces are outside the package and how completion will be demonstrated. These decisions then flow into specifications, pricing documents and contractual risk allocation.

Qualification and evaluation criteria must be capable of being applied objectively to the submissions the tender requires. Comparable experience, key activities, personnel, equipment, methodology, programme and technical scoring should be defined with enough precision that the evaluation committee does not have to invent criteria after bids are opened.

Before issue, the dossier should pass a document-interface review: clause-to-drawing, clause-to-BOQ, specification-to-test, Employer-data-to-reliance, milestone-to-payment and risk-to-contract allocation. A controlled clarification and addendum process should then preserve one authoritative tender baseline through bid closing.
