Infrastructure, industrial construction and buildings: why international works tenders cannot be priced or specified the same way

The most useful distinction in international construction is not simply infrastructure versus superstructure. A road, railway, dam, port, runway, process plant and government building all fall under 'works', but they fail in different ways. Linear infrastructure is exposed to right-of-way, utilities, variable ground, haul distances and enormous quantity uncertainty. Dams and marine works add hydrology, groundwater, cofferdams, marine plant, weather windows and difficult-to-recover defects. Airports add operational interfaces, airside safety, pavement performance and tightly controlled commissioning. Industrial plants depend on process integration, vendor data and performance tests. Buildings usually carry a much denser architectural/MEP coordination burden and a stronger finish, fire-life-safety and occupancy-compliance layer.

That difference changes the technical specification. Infrastructure specifications often need clear earthworks classes, material sources, compaction, pavement layers, drainage, geotechnical acceptance, survey tolerances, utilities, temporary traffic management and method-of-measurement rules. Buildings need architectural samples, mock-ups, fire ratings, acoustic requirements, equipment schedules, MEP coordination, testing and balancing, controls integration and room-by-room acceptance. Industrial construction requires process design criteria, equipment datasheets, vendor packages, piping classes, welding/NDT, electrical classification, control narratives, cause-and-effect matrices and performance guarantees. A generic specification copied from another sector is one of the fastest ways to create bid ambiguity and claims.

The payment model also changes what bidders should worry about. Large civil works are frequently procured on admeasurement or unit-rate structures, where quantity growth and measurement definitions become major commercial issues. ADB's large-works guidance and World Bank works documents both illustrate this model. Smaller or more defined works can use lump-sum structures. In industrial EPC or tightly defined building packages, lump-sum pricing may be more common, but only if scope and interfaces are sufficiently mature. The commercial model should follow the maturity and measurability of the scope, not a procurement team's preference for apparent price certainty.

For international bids, the bid/no-bid team should therefore classify the project by technical risk family before pricing: ground and quantity uncertainty; access and third-party interfaces; environmental and social constraints; temporary works; specialist plant; imported systems; process integration; performance testing; operational cutovers; and the employer's retained obligations.
