From scope definition to an executable EPC baseline

EPC delivery begins by defining exactly what is being delivered, which interfaces sit inside the contractor's responsibility and which dependencies remain with the Employer or third parties. Battery limits, design criteria, performance requirements, permits, utilities, access, testing and completion conditions are converted into one execution baseline before detailed engineering and procurement accelerate.

Gokbilge uses this baseline to connect engineering deliverables, procurement packages, construction work fronts, commissioning systems and contractual milestones. The objective is to prevent each discipline from optimizing its own scope while creating unresolved interfaces for the overall project.

Engineering, procurement and construction integration

Engineering release dates are linked to vendor data, long-lead procurement, civil readiness and installation sequence. Procurement decisions are reviewed for technical compliance, delivery, inspection, logistics, warranty, testing and downstream site interfaces rather than price alone.

Construction planning then converts approved information and available materials into executable work fronts. Temporary works, access, subcontractors, quality controls, safety interfaces and inspection requirements are coordinated through the same programme structure.

Change, cost and risk control

Changes are assessed before implementation for technical consequence, schedule impact, procurement effect, site rework and commercial exposure. This allows management to distinguish an engineering refinement from a true scope change and to preserve the records needed for variation or claim management.

Risk registers are linked to mitigation owners and decision dates so ground conditions, supplier delays, Employer dependencies, logistics, permits or commissioning risks can be addressed before they become critical-path events.

Commissioning, completion and owner outcome

Completion is managed by systems and contractual criteria, not only by physical construction percentage. Pre-commissioning, functional testing, performance testing, punch clearance, as-built documentation, training and handover records are coordinated against the requirements for taking-over or final acceptance.

The owner receives one accountable delivery structure with traceable interfaces from design through operation. The value is reduced rework, clearer responsibility, earlier visibility of delay and a more controlled path to operational handover.
