Commissioning strategy and system boundaries

Commissioning begins by defining systems, subsystems, boundaries, prerequisites and acceptance criteria before energisation or start-up. The completion sequence is aligned with construction priorities and operational needs rather than left until the end of the project.

Procedures identify required drawings, settings, vendor attendance, utilities, temporary supplies, permits, test equipment and safety conditions for each test stage.

Pre-commissioning and functional testing

Activities progress from inspection and static tests through flushing, pressure tests, insulation tests, loop checks, energisation, functional tests and integrated operating sequences as applicable to the system.

Results, deviations, failed tests and corrective actions are recorded under controlled documentation so retesting and acceptance status remain traceable.

Integrated and performance testing

Interfaces between mechanical, electrical, automation, protection and communication systems are tested under representative operating conditions. Cause-and-effect, interlocks, alarms, fail-safe states and recovery behaviour are verified as a complete operating system.

Where the contract includes performance guarantees, the test method, measurement instruments, correction factors, acceptance limits and repeat-test rules are controlled before the test begins.

Handover and operational readiness

Handover combines accepted tests with outstanding-item control, as-built documentation, O&M manuals, settings, spares, training, warranties and asset information. Completion status is tied to the contractual taking-over or acceptance criteria.

The owner receives evidence that systems are complete, safe, stable and ready to operate, not simply confirmation that construction activities have stopped.
