Performance testing, O&M manuals and training: what a complete handover package should prove

Performance tests should prove the guarantees that matter contractually. The test plan should identify guaranteed values, test conditions, correction methods, calibrated instruments, sampling duration, witnessing requirements and the acceptance decision. Testing without an agreed method can create a technically successful run that still does not prove contractual performance.

The owner needs operating information in a usable structure. O&M manuals should reflect the installed configuration, approved vendor information, operating limits, maintenance routines, troubleshooting, safety requirements, spare parts and interfaces. Generic vendor brochures or tender-stage manuals are not substitutes for project-specific operating documentation.

Training should be planned by role and system. Operators, maintenance personnel, engineers and administrators may require different content, practical demonstrations and competency evidence. Training performed too early—before systems are stable—or too late—after key vendor personnel leave—can reduce the value of the handover package.

Spares, special tools, software licences, backups, passwords, certificates and warranties should be treated as controlled deliverables. Missing digital access or a small special tool can prevent maintenance just as effectively as a missing physical spare part.

Final handover should state what is accepted and what remains. Outstanding punch, warranty obligations, performance retests, document updates, seasonal tests or deferred works should have owners and dates. This prevents operational takeover from erasing the contractor's or owner's remaining responsibilities.
