Construction-management role

Construction management sits between design intent, contract requirements and the reality of site execution. The service can be provided for owners, programme managers or project entities that need independent visibility of contractor progress, interfaces, constraints and readiness.

It is distinct from direct construction execution. Gokbilge coordinates and verifies the work without replacing the contractor's contractual responsibility for means, methods, safety, quality and delivery unless a different project role is expressly agreed.

Mobilisation and work-front readiness

Before major work fronts open, mobilisation status, temporary facilities, access, permits, approved drawings, method statements, materials, equipment, labour, temporary works and interface dependencies are reviewed against readiness gates.

Look-ahead planning is used to expose constraints early. A work front is not considered ready simply because the programme says it should start; the required information, permits, material, access and preceding work must also be available.

Site supervision and progress verification

Supervision checks conformity with approved drawings, specifications, method statements, inspection plans and agreed sequencing. Site observations, inspections, RFIs, nonconformities and corrective actions are recorded in a common control structure.

Progress is verified against measurable completed work, installed quantities, approved deliverables or system milestones. Unsupported percentage estimates are avoided where physical or documentary evidence can be used.

Interface, change and decision control

Multidisciplinary work is managed through interface registers covering civil, structural, mechanical, electrical, automation, utility, subcontractor and Employer dependencies. Changes are traced to their technical, programme and commercial consequences before downstream work proceeds.

Daily and weekly reporting can combine progress, key constraints, design status, procurement readiness, approvals, quality, safety interfaces, variations and required Employer decisions in one management view.

Completion and handover readiness

Construction management continues into completion by coordinating punch lists, outstanding works, system boundaries, test readiness, as-built information and turnover dossiers. Completion status is aligned with the contractual criteria required for sectional completion, taking-over or handover.

Local statutory requirements

Where local law requires licensed supervision, statutory inspection, professional stamps or authority approvals, those functions remain subject to the licensing regime of the project jurisdiction. Gokbilge's project-control role is structured around those requirements rather than presented as a substitute for them.
