Construction management and site supervision: a practical master guide

Construction management is not a collection of daily site reports. Its purpose is to convert contract, design and programme requirements into executable work fronts and then maintain visibility over constraints, resources, interfaces, quality, safety dependencies, commercial changes and completion status. The strongest systems therefore connect site observations to planning, contract administration and commercial controls.

A work front should be considered ready only when drawings, method statements, permits, access, predecessor work, materials, plant, labour, inspections and temporary works are available. A Work-Front Readiness Matrix prevents crews from being mobilised into blocked areas and gives the programme team a measurable reason for non-start rather than a generic statement that work is delayed.

Progress verification should distinguish physical completion from certifiable completion. Installed work may still be unavailable for payment or milestone credit if inspection, testing, documentation or approval is incomplete. Site supervision should therefore link quantities and progress evidence to the relevant ITP, RFI, NCR, test and approval records.

Change visibility is equally important. Field instructions, design revisions, access constraints, unforeseen conditions and interface changes should be captured at the time they occur, with responsible parties and potential time/cost consequences. Otherwise the project team may discover months later that site reality no longer matches the contractual baseline.
