Engineering, construction, quality, HSE, cost and contractual control

Maintain one control thread across engineering, programme, site supervision, quality, HSE, quantities, payments, permits, utilities, notices, variations and claims while multidisciplinary work moves through construction.

Service at a glance

  • Civil, structural, electrical and mechanical work-package execution
  • Subcontractor, material, work-front and interface coordination
  • QA/QC, HSE, progress, punch-list and completion control
01

Contracting starts with an executable construction baseline

Construction performance depends on whether the contractual scope can be converted into buildable work packages before site pressure begins. Gokbilge reviews drawings, specifications, quantities, access, temporary works, permits, interfaces, Employer dependencies and completion criteria to establish what each construction package must deliver and what must be ready before work starts.

Mobilisation is therefore linked to approved information, material availability, labour and equipment planning, subcontractor readiness, site logistics and required inspections. The objective is not simply to place resources on site, but to create work fronts that can progress without avoidable stoppage, rework or responsibility gaps.

02

Civil, structural and building works

Civil and structural contracting can include earthworks, excavation, foundations, reinforced concrete, structural steel, roads, drainage, trenches, equipment bases, buildings and associated infrastructure according to the project. Survey control, embedded items, penetrations, anchor systems and interfaces with electrical and mechanical packages are checked before irreversible work proceeds.

Method statements, temporary works, inspection points and sequence constraints are coordinated with programme priorities. This is particularly important where underground services, equipment foundations, structural openings or access provisions directly affect later mechanical and electrical installation.

03

Electrical and mechanical contracting

Electrical and mechanical execution is planned around approved design, equipment release, material status, area readiness and energisation or start-up boundaries. Typical scopes can include power distribution, cabling, panels, grounding, lighting, instrumentation, piping, HVAC, pumps, utility systems, equipment installation and associated supports.

Installation crews and subcontractors are coordinated through common area plans and interface registers. Routing conflicts, supports, penetrations, access clearances, testing prerequisites and vendor requirements are resolved before they become field rework or commissioning constraints.

04

Subcontractor, productivity and progress control

Contracting performance is controlled package by package. Subcontractors are mobilised against defined scope, quantities, drawings, programme dates, quality obligations, HSE requirements and reporting rules. Interfaces between packages are assigned rather than left to informal site coordination.

Progress is measured against verifiable installed quantities, completed inspection stages and accepted deliverables. Look-ahead planning identifies missing drawings, materials, permits, access, equipment or predecessor activities early enough for corrective action, while productivity trends help distinguish resource shortages from genuine scope or interface constraints.

05

Quality, HSE and accountable field execution

QA/QC and HSE are treated as execution prerequisites rather than parallel administrative functions. Approved materials, method statements, inspection and test plans, hold points, permits to work, risk assessments and competent resources are connected to work-front release before activity begins.

Inspection records, NCRs, corrective actions, safety observations and site constraints are tracked to closure. This creates an auditable field record and reduces the chance that concealed defects, incomplete evidence or unresolved safety conditions are carried forward into testing and handover.

06

Completion, punch closure and handover

Construction is not considered complete because physical installation appears finished. Completion is verified against system boundaries, inspection status, tests, punch items, red-line drawings, as-built documentation, certificates and commissioning prerequisites.

Gokbilge links construction completion to the downstream testing and handover process so unresolved site items remain visible to the responsible package owner. The client receives clearer responsibility, traceable field evidence and a controlled transition from construction progress to an operationally ready asset.
