How public buildings, hospitals, offices, schools and similar facilities differ from heavy civil works in specification structure, mock-ups, MEP integration, fire-life-safety and handover.

Building projects usually have less quantity uncertainty than long linear infrastructure but far more room-level and interface density. Architectural finishes, doors, façades, ceilings, partitions, waterproofing, furniture, lifts, HVAC, plumbing, power, fire alarm, security, ICT and building-management systems converge in limited spaces. The tender risk is therefore less about kilometers of unknown ground and more about coordination completeness, approved materials, samples, shop drawings and the sequence in which trades occupy the same areas.
Specifications need clear product-performance requirements and approval workflows. Mock-ups, material samples, façade tests, waterproofing tests, TAB, fire-system cause-and-effect, emergency power, lifts, access control and BMS integration can all be acceptance gates. Public buildings may add security, accessibility, government standards, local approvals and formal occupancy or use permits. A bidder should identify who obtains each permit and whether taking-over depends on authority approvals outside the contractor's direct control.
BOQ and lump-sum risk also behave differently from civil works. A room may be shown on one architectural drawing while the full installation obligation is distributed across MEP drawings, schedules, specifications and equipment lists. The bidder must price document completeness and hierarchy, not just quantities. Ambiguous phrases such as 'complete in all respects' can become expensive where employer standards or room data sheets introduce requirements not obvious in the BOQ.
