Roads, railways and bridges: specification, measurement and geotechnical risks that decide the bid

Road and railway bids are often won or lost in the earthworks and material balance rather than in headline concrete or asphalt rates. Cut/fill balance, unsuitable excavation, rock classification, borrow areas, quarry licensing, haul distance, moisture conditioning, compaction, disposal areas and imported fill can change the actual production system. A specification that says 'excavate and dispose' without defining classification, measurement and ownership of disposal/borrow sites transfers uncertainty into price or claims. The bidder should rebuild the mass-haul logic from drawings and geotechnical information rather than trust BOQ quantities blindly.

Railway work adds alignment geometry, formation stiffness, ballast or slab-track requirements, rail welding, turnout tolerances, signaling/telecom interfaces and possession windows where existing lines remain operational. Bridges add piling, temporary works, erection methodology, launching or heavy lifting, bearings, expansion joints, prestressing and load testing. The important tender question is not only whether the permanent structure is designed, but whether the temporary construction state and access method are actually buildable under the available corridor, river, railway and traffic constraints.

Measurement clauses must be read line by line. Does an excavation item include dewatering, support, disposal and haul? Are culvert diversions and temporary traffic paid separately? Is reinforcement paid by theoretical weight or installed quantity? Are geotextile laps measured? Are bridge temporary works deemed included? Unit-rate contracts can look transparent while hiding major inclusions in method-of-measurement notes. Tender pricing should therefore map each BOQ item to specification clauses, drawings, temporary works and assumed production methods.
