Why third-party dependencies need their own workstream

Many infrastructure delays are caused by dependencies that sit outside the contractor's direct production activities: permits, land access, right-of-way, utility relocation, municipal approvals, environmental permissions and third-party shutdowns.

Gokbilge treats these dependencies as programme-controlled workstreams with owners, lead times, required submissions, decision dates and escalation paths instead of leaving them as informal follow-up items in meeting minutes.

Permit and authority management

A permit register identifies each approval, competent authority, legal owner, responsible project party, prerequisites, submission package, expected lead time, target date and consequence of delay. The register is then linked to procurement, logistics and construction milestones.

This structure is useful for quarry and borrow approvals, forestry or tree-cutting permissions, environmental approvals, transport permits, road-closure permissions, temporary works, municipal permits and project-specific licences.

Land, ROW and access interfaces

Land availability is mapped at work-front level. Possession dates, unresolved parcels, easements, temporary occupation, access roads, Employer commitments and contractor requirements are aligned with the construction sequence.

Where expropriation or statutory acquisition is legally performed by the Employer or a public authority, Gokbilge manages the programme interface and evidence of readiness rather than claiming to exercise those legal powers.

Utility relocation and shutdowns

Utility interfaces are controlled through survey status, ownership verification, relocation design, cost responsibility, authority approval, outage windows, temporary supply requirements and completion evidence. Unknown or conflicting utility information is escalated as a technical and programme risk.

Shutdown windows are integrated with construction and commissioning plans because a technically simple relocation can become a critical delay if the utility owner only permits work during limited operational periods.

Stakeholder and community interfaces

Where project execution depends on communities, local authorities, adjacent asset owners or access commitments, stakeholder actions are assigned owners and deadlines. Grievances, commitments and access constraints can be tracked together with programme consequences.

The objective is operational predictability, not political profiling. Stakeholder conditions are considered only insofar as they affect lawful access, permits, safety, continuity of work and contractual obligations.

Role boundaries

Statutory land acquisition, public-authority decisions, regulated environmental approvals and legal rights over property remain with the competent authorities, project parties and specialist advisers. Gokbilge's role is to control the interface, programme dependency, evidence and escalation process.
