Permits, ROW, utilities and stakeholder management: a construction project master guide

Infrastructure schedules are often controlled by dependencies outside the contractor's direct production system. A design can be complete and resources mobilised, yet work cannot start because the required permit, possession, land access, utility shutdown, quarry approval or authority consent is not available. These dependencies should therefore be managed as programme activities with owners, lead times and evidence, not as administrative notes.

A Permit and Third-Party Dependency Register should identify the approval, statutory owner, project owner, application prerequisites, design inputs, submission date, review period, fees, conditions, target approval date, affected work fronts and escalation route. The register becomes useful only when linked to the construction programme and procurement sequence.

Land and ROW should be mapped at work-front level rather than treated as a single project milestone. Partial access, unresolved parcels, temporary occupation, easements, community commitments and Employer possession obligations can determine where crews may work and in what sequence. A project can therefore be nominally 'land available' while critical fronts remain blocked.

Utility relocation requires its own engineering-commercial control loop: survey and ownership verification, conflict definition, relocation design, authority approval, shutdown window, cost responsibility, execution party, testing and reinstatement. Unknown utilities should be carried as explicit residual risk rather than assumed away.

Stakeholder management should focus on commitments that affect execution: access, working hours, traffic diversions, community safety, grievance resolution, local authority interfaces and agreed mitigations.
