Contract review starts by translating clauses into operational consequences for engineering, procurement, construction, commissioning, schedule, cash flow and guarantees. Particular attention is given to scope completeness, design responsibility, employer data, ground risk, utilities, permits, payment certification, delay/performance LDs, testing, taking-over and termination exposure.

Commercial deviations are recorded in a contract-risk matrix showing the clause, bidder position, pricing assumption, required clarification, proposed qualification and residual exposure. The objective is to prevent the tender team from pricing one risk allocation while the final contract contains another.

During clarification or negotiation, Gokbilge supports the technical-commercial preparation of positions and fallback options, including interface boundaries, employer obligations, completion criteria, security release, variation mechanisms and schedule relief. Final legal drafting and legal opinions remain with the parties' counsel.

Before mobilisation, the executed contract is converted into registers for notices, securities, deliverables, employer dependencies, approvals, milestones and decision rights. This creates continuity between the bid team and the project team instead of allowing contractual assumptions to disappear at handover.
