A project HSE system should connect the actual work method to identified hazards, required controls, competent people, equipment condition and permit prerequisites. Generic risk assessments signed once at mobilisation do not control changing work fronts, simultaneous operations or late design changes.
Method statement and task risk assessment should be reviewed together. The safest control may depend on sequencing, access, lifting arrangement, temporary works, isolation or prefabrication. HSE therefore needs an interface with planning and engineering rather than operating as a separate inspection function after the method has already been fixed.
