Import, freight and customs risk in international bids: why the equipment price is only the beginning

How HS classification, tariffs, exemptions, port costs, demurrage, inland logistics, border friction and foreign-exchange assumptions can turn a competitive EPC price into a loss-making contract.

A supplier quotation is not the landed cost. International EPC pricing must bridge the entire chain from factory gate to installed and accepted equipment: export packing, inland haulage in the country of origin, port handling, ocean or air freight, marine insurance, destination handling, customs brokerage, import duty, VAT or equivalent taxes, inspection, storage, demurrage, transit bonds, border fees, inland transport, abnormal-load permits, escorts, temporary storage, final-mile access and unloading at site. A bid that adds a flat logistics percentage to vendor prices can be materially wrong when a few heavy or high-value items dominate the project.

Customs classification must be priced at tariff-line level, not by intuition. The WTO Tariff & Trade Data platform distinguishes applied tariffs from bound ceilings and provides tariff-line information; the rate actually payable can also depend on origin, preferential arrangements, exemptions and national rules. The same project may import transformers, cables, structural steel, vehicles, spare parts, temporary construction equipment and software-bearing control systems under different classifications and tax treatments. The commercial team should therefore maintain an import matrix showing HS code assumption, origin, customs value basis, duty rate, other charges, VAT treatment, exemption basis and who bears the risk if customs authorities classify the item differently.

Tax or customs exemption language is valuable only when the mechanism is executable. A tender may state that project imports are exempt while the practical process still requires exemption certificates, ministry letters, donor confirmations, approved item lists, consignee structures or pre-clearance before shipment. If the contractor ships before the paperwork is effective, cash may be trapped at customs even where reimbursement is theoretically available later. Bid pricing should distinguish a true point-of-import exemption from a refund mechanism, because the latter creates working-capital cost, documentary risk and the possibility that some items or subcontractors fall outside the exemption.

Freight risk is also schedule risk. Port congestion, limited crane capacity, seasonal weather, shallow draft, axle-load limits, bridge restrictions, border opening hours, convoy rules and security escorts can move equipment arrival by weeks. Demurrage and detention are direct costs, but the larger exposure may be idle installation crews, missed energisation windows, delayed commissioning and liquidated damages. A logistics survey should therefore be part of tender engineering for heavy plant, substations, turbines, pressure vessels, long steel members and large packaged systems. Route assumptions should be validated with actual dimensions and weights before bid submission.

Currency assumptions connect every logistics component. Ocean freight may be quoted in US dollars, port charges in local currency, customs valuation at an official exchange rate, transport fuel at a floating local price and imported equipment under a different vendor currency. A bid should define the FX base date, escalation or adjustment mechanism, contingency for unhedged exposure and the point at which a long validity period requires requotation. Low bid prices often hide an implicit assumption that freight, fuel and exchange rates remain stable for months; that assumption should be explicit enough for management to approve or reject it.

The bid/no-bid question is whether these risks can be bounded. If tariff classification is unresolved, the exemption mechanism untested, the port incapable of handling the largest item, or final-mile transport depends on road strengthening that nobody has priced, the answer may be conditional bid or no-bid rather than a larger contingency percentage.
