Two-envelope separates technical and price opening; two-stage can allow technical proposals to be developed before final priced offers. This guide explains the workflow, bidder risks and when each structure is useful.

Two-Stage and Two-Envelope are often confused because both separate parts of the evaluation, but they solve different procurement problems. In a single-stage two-envelope procedure, the bidder normally submits the technical proposal and the price proposal at the same deadline in separate sealed envelopes. The technical envelope is opened and evaluated first while price remains sealed. In a two-stage procedure, the first submission is typically technical and unpriced; the procurement then allows the technical solution to be clarified, discussed or developed in the manner permitted by the bidding document before a later final submission that includes price.
ADB's published bidding-procedure guidance makes the distinction especially clear. Under single-stage two-envelope bidding, technical and price proposals are submitted simultaneously, and the technical proposal is evaluated without reference to price; technical amendments are not normally permitted simply because the price envelope has not yet been opened. Under two-stage bidding, the first-stage technical proposal contains no price, and the purchaser can evaluate and discuss technical aspects before the second-stage bid. The bidder must therefore identify the procedure from the Instructions to Bidders, not from informal descriptions such as 'technical first, price later.'
Two-envelope is useful where the employer wants price to remain invisible during the technical responsiveness or rated-criteria assessment. It can reduce the psychological pressure to forgive a weak technical solution because it is cheap. But it does not cure an unclear specification. If bidders must commit to a complete technical solution at the same time as the sealed price, uncertainty is still priced at bid submission. Employers should therefore use two-envelope for evaluation separation, not as a substitute for adequate requirements, site data or interface definition.
Two-stage bidding is more valuable when the employer knows the required outcome but cannot efficiently freeze every technical detail before market engagement. Complex plant, information systems, underground works, design-build and EPC-type procurements can benefit where permitted. The first stage can expose incompatible assumptions, interfaces, performance criteria and commercially expensive ambiguities before bidders lock final prices. That flexibility comes with governance cost: clarifications must be controlled, bidders treated consistently, and second-stage requirements must reflect the authorized procurement process rather than private bilateral redesign of the tender.
For bidders, the commercial strategy is also different. In two-envelope bidding, the price is already committed while the technical proposal is being assessed, so the team must complete technical-commercial alignment before submission. In two-stage bidding, first-stage engineers must avoid making technical concessions that later destroy the price basis. Every clarification should be logged with cost, programme, performance and risk consequences so the second-stage price reflects the final technical position. A technically attractive first-stage solution is dangerous if procurement and construction teams cannot price or execute it later.
For owners and financiers, choosing the right procedure is a risk-allocation decision. Two-envelope protects evaluation integrity; two-stage can reduce technical uncertainty before final commitment. Neither succeeds without disciplined records and decision authority.
