World Bank, ADB, AfDB and IsDB procurement portals: how to track multilateral-development-bank opportunities

Multilateral development banks share principles such as competition, transparency and value for money, but their opportunity portals are not interchangeable. A bidder should not create one generic 'MDB search' and assume it sees the full market. The World Bank exposes project and procurement data with current, upcoming and potential opportunity views. AfDB publishes project-related General Procurement Notices and other procurement notices. ADB and IsDB maintain their own project and business-opportunity channels. The first task is therefore to document the official source path for each financier and avoid relying on third-party aggregators as the only evidence that a procurement exists.

The second task is to separate Bank information from borrower information. In a financed project, the Bank may publish the project page and procurement framework while the ministry, utility or project implementation unit publishes or administers the actual bidding documents. A notice can therefore move the bidder from a Bank portal to a national e-procurement site, dedicated project site or implementing-agency contact. The authoritative tender package is the document set identified by the procurement process, including amendments and clarifications. Downloading an early copy from a secondary portal is not enough if a later addendum changes qualification criteria or the deadline.

The third task is to monitor the procurement plan, not only live notices. Procurement plans reveal package strategy, method, approximate timing and whether the project expects works, plant, consulting or goods contracts. General Procurement Notices provide another early signal. AfDB's GPN pages, for example, list projects by country and sector before every individual package is necessarily open for bid. The World Bank explicitly labels potential opportunities from Procurement Plans as indicative and subject to change. That caveat is important: early intelligence should trigger preparation, not irreversible commercial commitments.

For a contractor, the practical output should be an MDB matrix with columns for financier, project ID, borrower, implementing agency, procurement plan date, package, method, review level, publication source, submission source and last verified date. Add qualification and guarantee flags as soon as documents appear.
