A practical guide to reading financial and technical qualification criteria as a pass/fail system before spending heavily on an international bid.

Qualification should be checked before the technical proposal is written in depth. Many international procurements use objective eligibility and qualification tests covering legal status, historical contract performance, financial situation, average annual turnover, available financial resources, general and specific construction experience, key activities, personnel and equipment. These tests may be pass/fail even when the later technical proposal is scored. A bidder can produce an excellent methodology and still be rejected if one mandatory qualification threshold is not met exactly or the evidence is not attributable to the correct bidding entity.
Turnover is frequently misunderstood. The criterion is usually not asking whether the company has ever invoiced an amount equal to the tender price. It may define an average annual construction turnover over a stated period, calculated from certified payments or financial statements according to the bidding document. Financial resources are a separate test: the bidder may need to demonstrate cash flow, liquid assets, credit lines or other financing capacity sufficient for the current contract while considering existing commitments. A company can have high historical turnover and still fail the available-finance test.
Experience criteria must be decomposed with the same care. A tender may require a number of similar contracts above a minimum value, completed within a defined period, plus experience in key activities such as tunnels, substations, large-diameter pipelines, SCADA integration or commissioning. The named bidder, JV member or specialist subcontractor must satisfy the rule exactly as the document allows. Do not assume a parent-company project, affiliate reference or subcontractor experience can be used merely because it is technically relevant. The procurement document controls whether and how other entities' capacity may be relied upon.
The right tool is a qualification matrix with one row per criterion and columns for requirement, threshold, responsible entity, evidence, translation status, expiry or reference date, gap and owner. Use red/amber/green only after the evidence is checked. A 'green' cell means the document is actually available and satisfies the wording, not that management believes the company probably qualifies.
