Dams, hydraulic, harbor and coastal works: why water changes the construction specification

Water-related works create a different risk environment because the construction method must control the environment before the permanent structure can be built. River diversion, cofferdams, dewatering, flood season, groundwater uplift, sediment, wave climate, tides and marine access can dominate both schedule and cost. A technically correct permanent design can still be commercially unpriceable if the tender does not define hydrological design events, contractor versus employer responsibility for extraordinary conditions, permitted working seasons and the data set on which bidders are expected to rely.

Marine and harbor works add dredging tolerances, disposal areas, contaminated material, bathymetric survey, breakwater gradation, armor-unit placement, underwater concrete, piles, corrosion protection and specialist floating plant. Dams add foundation treatment, grouting, zoning of fill, moisture control, filters and drains, instrumentation, galleries, spillways and very strict material-source control. Specifications should define not only final geometry but acceptance by layer, lot, test frequency, instrumentation response and remedial action.

Tenderers should test the interface between permanent works and construction-stage risk. Who owns dredging quantity growth after a storm? Who maintains access channels? Who bears flood damage to temporary works? Is marine plant standby compensable? Are quarry sources approved or merely indicated? These are not secondary contract questions; they determine whether the price contains a manageable contingency or an uncontrolled risk premium.
